UDP’s History

The Gilmer family started in the communications business back in 1898, when 22 year-old Street Gilmer founded Rocksprings Telephone Company. Rocksprings Telephone expanded its service area and is known today as Southwest Texas Telephone Company (STTC). Over 100 years later, great-grandsons of Street Gilmer currently run both STTC and UDP.

UDP has evolved from a long distance rating and data processing division of a telephone company into an extension of its customers’ businesses – providing integrated customer care, billing, provisioning, accounting, business process and database design and management.

November 2016

UDP’s datacenter processes over 2.5 billion messages monthly and hosts over 45 Terabytes of primary storage

Employing modern x86-based virtualization techniques (VMware vSphere4.x) technology, UDP is positioned to scale out as needed.

November 2014

UDP adds workflow functionality to automate sequential task progression, introduced new plant and assignment tools and augmented its mapping interface capabilities

September 2010

In 2010, UDP developed new products and completed successful customer trials for NAVIGATOR Accounting Tools and a time-saving integration and business process management tool for COMET users

NAVIGATOR Accounting Tools provide ERP functionality based on Microsoft Dynamics® SL, with modules developed by UDP for the telecom industry and unique requirements for FCC Part 32 compliance including continuing property record (CPR) management.

The business process management tool allows trouble tickets and work orders to be electronically displayed on web-enabled mobile devices. The enabling integration framework developed for Workflow will provide hub and spoke connectivity to COMET End User Billing and other systems. This represents more opportunity for customer-driven product development.

February 2002

In 2002, the COMET® End User Billing system replaced SOMS, providing a graphical user interface built using the Oracle Internet Developer Suite

Since then, the functionality of COMET End User Billing has continued to grow and new application development is ongoing. New releases are rolled out to UDP’s entire customer base. Each release includes new features and capabilities that were identified by users and included in the product road map by UDP.

July 1996

The Telecommunications Act of 1996 fostered competition among companies that used the same underlying technology to provide service

With the implementation of the Telecommunications Act of 1996, UDP began offering billing services to competitive local exchange carriers (CLECs). Recognizing that the Telecom Act would likely spur development of small competing companies, UDP modified its SOMS system to support a hosted model called Virtual Service Order Management System (VSOMS), which operated from the San Antonio Datacenter.

September 1990

In 1990, message processing services were initiated to provide data processing solutions for NECA’s Billing and Collection platform (NECA Services, Inc.)

In 2005, NECA Services, Inc. changed its name to Solix Inc. UDP continues to support the needs of the more than 850 Solix member companies. The METEOR Data Exchange and Analysis platform handles Solix transactions.
